The Jewell County Commissioners met Monday, May 1. Commissioners Brent Beck, Keith Roe and Ed Duskie, and Carla Waugh, county clerk, were present.
Dawn Snyder, representing 12th Judicial District Community Corrections-Juvenile Services, reviewed the 4-year allocation comparison for funding. She also requested four grants be approved by Jewell County. The commissioners approved all four of the following grants: (1. FY2024 Adult Comprehensive Plan Grant - $407,048.89; 2. FY2024 Juvenile Comprehensive Plan Grant - $292,469.94; 3. FY2024 – 2025 Juvenile Corrections Advisory Board Grant (JCAB) $118,002.90 and 4. FY2024 – 2025 Juvenile Reinvestment Grant $99,122.10).
Jennifer Urbaniak, Farmway Credit Union, said they have been searching for a secure location for an ATM and requested permission to put one in the lobby of the Sheriff’s Office. She said she had discussed this with Don Jacobs. Jennifer said Dolphin Debit is responsible for repairs, and the unit has its own internet connection. They just need an electrical outlet for the machine. The commissioners will check with the county attorney to see if an agreement is needed.
Joel Elkins, general superintendent, discussed road and bridge maintenance. Casey Frasier, Foley Tractor, said the quick attach would be an additional $8,500.00 to his bid of $282,766.25. Berry Tractor re-submitted the following bids to include full warranty and service for 72 month - 7,000 hours: Berry Tractor – 2023 Komatsu PC240LC-11 - $255,395.96 and Berry Tractor – 2023 Komatsu PC210LC-11 - $211,395.68 plus $25,485 for quick attach and hydraulic hookups.
The commissioners and Joel Elkins compared the bids that include warranty, hydraulic hookups and pin attachments and preventative maintenance plan:
Berry Tractor – 2023 Komatsu PC240LC-11 - $280,880.96
Murphy Tractor – 2023 John Deere 250 - $275,387.85
Foley Equipment – 2023 Caterpillar 326 - $291,266.25
The commissioners approved to purchase the 2023 John Deere 250 for $275,387.85 from Murphy Tractor.
The commissioners went into executive session to discuss non-elected personnel for the purpose of evaluation. Regular session resumed at 9:57 a.m. with no action taken.
Karen Boden, Pawnee Mental Health Services Board member, requested the commissioners approve the proclamation for May 2023 as Mental Health Awareness Month. The commissioners approved the proclamation for May 2023 as Mental Health Awareness Month. Motion passed unanimously.
Don Jacobs, sheriff, discussed testing the Everbridge system. He discussed personnel and requested permission to hire another full-time dispatcher. The commissioners gave their approval to hire an additional full-time dispatcher to reduce overtime and to allow employees time off.
