    Faced with the nonstop onslaught on rising production costs, this newspaper will soon be raising advertising rates and the price of single copy newspaper sales. For example, on Monday postage rates will increase for the second time this year. The cost of a first class stamp will be increasing from 58 to 60 cents. The cost to mail a copy of this newspaper is expected to increase more than 10 percent. The cost of materials used to produce the paper are also going up.     The Superior Independence Day tradition of the Firekracker Run entered its 40th year Monday. Weather conditions were ideal. A clear sky, moderate temperature and a light, cooling breeze made for a perfect setting. The number of entries for this year's race was down considerably from last year's 347 registrants.     A former Jewell County resident who returned home to help with harvest, lost her life in a motor vehicle accident last Thursday. Vickie Vetter Fenner of Conway, Arkansas was the driver of a semi-truck which overturned about 4 p.m. Thurday.
